‘Nieuwe Wet inburgering heeft als doel het leven van vreemdelingen zuur te maken’

VK OPINIE De nieuwe Wet Inburgering is een uitvloeisel van de afspraken van het regeer- en gedoogakkoord. ‘Ook bij dit voorstel van het kabinet gaat het om de stoere taal: niet de feiten, effecten of oplossingen tellen mee, maar het paaien van de gedoogpartner’, stelt staatsrechtjurist Sander Terphuis.

Onlangs vond de behandeling van de nieuwe Wet inburgering in de Tweede Kamer plaats. De VVD, CDA en PVV stemden in met dit wetsvoorstel, hetgeen niet onvoorspelbaar was. Dit wetsvoorstel is eveneens een uitvloeisel van de afspraken uit het regeer- en gedoogakkoord met als doel de vreemdelingen het leven zuur te maken. Ook bij dit voorstel van het kabinet gaat het om de stoere taal. Niet de feiten, effecten of oplossingen tellen mee, maar het paaien van de gedoogpartner.

Strekking wetsvoorstel
Eén van de kenmerken van de nieuwe Wet inburgering is dat, zo stelt het kabinet, de allochtonen voortaan zelf verantwoordelijk zijn voor hun inburgering. Het kabinet wekt de indruk alsof dit iets nieuws is. Maar dat is niet zo. De allochtonen blijven altijd zelf verantwoordelijk voor hun inburgering. Dat is ook logisch, want zij zijn immers degenen die moeten inburgeren. Dit is weer zo’n voorbeeld van de stoere taal van dit kabinet, dat kiest voor het imago boven de inhoud en voor electoraal gewin boven effectieve oplossingen.

Wat wel nieuw is aan deze wet is dat dit kabinet geen cent wil investeren in de inburgering van nieuwkomers. Zij moeten zelf de kosten betalen. Het probleem is echter dat allochtonen, die pas in Nederland zijn, over het algemeen geen baan hebben. En sommige van hen krijgen in het begin ook geen een uitkering. Zo krijgen asielzoekers die nog in procedure zitten geen uitkering. Maar ze moeten wel beginnen met inburgering. Vraag is hoe die mensen de kosten voor de inburgering moeten betalen. De overheid biedt zelf geen cursussen meer aan voor inburgering, het gaat allemaal via de markt.

Het kabinet benadrukt dat de inburgeraars een zo hoog mogelijk taalniveau moeten behalen. Zij moeten binnen drie jaar voldoen aan alle eisen van inburgering. Het niet voldoen aan de inburgeringsplicht leidt volgens de nieuwe wet tot intrekking van de verblijfsvergunning en uitzetting. Na veel protest heeft het kabinet een leenstelsel in het leven geroepen. Degenen die geen geld hebben om hun inburgering te bekostigen, kunnen bij de overheid geld gaan lenen. De inburgeraars zullen te maken krijgen met veel regeltjes, bureaucratie en met marktwerking.

Verder worden in deze nieuwe wet de gemeenten buiten spel gezet. Gemeentelijke taken zoals het geven van informatie, ondersteunen, handhaven en begeleiden van inburgeraars, vervallen. Bovendien wordt de uitvoering van inburgering op afstand van de gemeenten geplaatst en dat met alle gevolgen van dien. Gemeenten hebben de afgelopen jaren flink geïnvesteerd in een goed lopende en succesvolle inburgering, zo schreef de Vereniging van Nederlandse Gemeenten in een brief aan het kabinet. Door inburgering bij gemeenten weg te halen, ontstaat een enorme kapitaal- en investeringsvernietiging, aldus de VNG.

Commissie Blok
In 2004 deed een parlementaire commissie, onder leiding van de huidige fractievoorzitter van VVD Stef Blok, onderzoek naar de effecten van ruim dertig jaar integratiebeleid in Nederland. Het was een zeer uitvoerig onderzoek naar allerlei aspecten in relatie tot integratie, zoals wonen, werken en onderwijs. De voornaamste conclusie van deze commissie was: ‘De integratie van veel allochtonen is, geheel of gedeeltelijk geslaagd, en dat is een prestatie van formaat. Dit is gebeurd ondanks het integratiebeleid van de overheid, dat veel gebreken vertoonde’

Volgens de commissie vertoonde het overheidsbeleid de afgelopen decennia weinig samenhang, ontbrak het aan duidelijke doelstellingen en schoot de samenwerking tussen de departementen en de gemeenten tekort. De commissie concludeerde tevens dat discriminatie in het openbare leven helaas een realiteit is. Zo voelen veel allochtonen zichzelf, aldus commissie Blok, geïntegreerd maar niet geaccepteerd. De commissie deed in haar rapport als aanbeveling het bestrijden van discriminatie en vooroordelen actief ter hand te nemen.

In de plannen van dit kabinet is niets te vinden van een samenhang, ontbreekt het aan duidelijke doelstellingen en het kabinet maakt samenwerking met de gemeenten onmogelijk. Kennelijk beoogt het kabinet met de nieuwe Wet inburgering geen succesvolle en effectieve inburgering van nieuwkomers. Ook voor het bestrijden van discriminatie en vooroordelen heeft dit kabinet geen plannen opgenomen in deze nieuwe wet. Dit is ook wel heel lastig met een gedoogpartner, die aan de lopende band vreemdelingen beledigt en discrimineert.

Geluksmachine
In het regeer- en gedoogakkoord staat dat de toestroom van vreemdelingen substantieel wordt verlaagd. Dit is een keiharde belofte die de VVD en het CDA hebben gedaan aan de PVV in ruil voor gedoogsteun. Het streng maken van de eisen van inburgering kan ertoe leiden dat minder vreemdelingen zullen voldoen aan de inburgeringsplicht. Daardoor zullen meer vreemdelingen hun verblijfsvergunning verliezen, waarna uitzetting volgt.

Mark Rutte die pretendeert, de premier van alle Nederlanders te willen zijn, heeft bij herhaling gezegd dat de overheid geen geluksmachine is. Zo langzamerhand begint dit gedoogkabinet wel op een ongeluksmachine te lijken. Hopelijk wordt de knop van Rutte’s machine op tijd omgedraaid of gaat de stekker op tijd eruit. Het rapport van commissie Blok had als titel ‘Bruggen bouwen’ en benadrukte het belang van maatschappelijke cohesie om samen de schouders eronder te zetten. Maar door dit gedoogkabinet vallen steeds meer bruggen om in onze samenleving en ontstaan er steeds meer scheidslijnen tussen mensen.

Eerste Kamer
De Eerste Kamer moet zich nog buigen over de nieuwe Wet inburgering. Als de Senaat niet instemt met deze wet, dan gaan de nieuwe plannen van het kabinet niet door. Mijn oproep aan de senatoren is om dit voorstel van het kabinet op een wijze te beoordelen dat recht doet aan de belangen van de samenleving en aan de belangen van nieuwkomers die een eerlijke kans verdienen.

Question: What does the Quran say about Jesus?

Answer: In the Quran, there are many stories about the life and teachings of Jesus Christ (called ‘Isa in Arabic). The Quran recalls his miraculous birth, his teachings, the miracles he performed by God’s permission, and his life as a respected prophet of God. The Quran also repeatedly reminds that Jesus was a human prophet sent by God, not part of God Himself. Below are some direct quotations from the Quran regarding the life and teachings of Jesus. 

He Was Righteous

“Behold! the angels said, ‘Oh Mary! God gives you glad tidings of a Word from Him. His name will be Christ Jesus, the son of Mary, held in honour in this world and the Hereafter, and in (the company of) those nearest to God. He shall speak to the people in childhood and in maturity. He shall be (in the company) of the righteous… And God will teach him the Book and Wisdom, the Law and the Gospel’” (3:45-48). 

He Was a Prophet

“Christ, the son of Mary, was no more than a messenger; many were the messengers that passed away before him. His mother was a woman of truth. They had both to eat their (daily) food. See how God makes His signs clear to them; yet see in what ways they are deluded away from the truth!” (5:75).”He [Jesus] said: ‘I am indeed a servant of God. He has given me revelation and made me a prophet; He has made me blessed wheresoever I be; and He has enjoined on me prayer and charity as long as I live. He has made me kind to my mother, and not overbearing or miserable. So peace is on me the day I was born, the day that I die, and the day that I shall be raised up to life (again)!’ Such was Jesus the son of Mary. It is a statement of truth, about which they (vainly) dispute. It is not befitting to (the majesty of) God that He should beget a son. Glory be to Him! When He determines a matter, He only says to it, ‘Be,’ and it is” (19:30-35).

 

He Was a Humble Servant of God

“And behold! God will say [i.e. on the Day of Judgment]: ‘Oh Jesus, the son of Mary! Did you say unto men, worship me and my mother as gods in derogation of God?’ He will say: ‘Glory to Thee! Never could I say what I had no right (to say). Had I said such a thing, You would indeed have known it. You know what is in my heart, though I know not what is in Yours. For You know in full all that is hidden. Never did I say to them anything except what You commanded me to say: ‘Worship God, my Lord and your Lord.’ And I was a witness over them while I lived among them. When You took me up, You were the Watcher over them, and You are a witness to all things’” (5:116-117). 

His Teachings

“When Jesus came with Clear Signs, he said: ‘Now I have come to you with Wisdom, and in order to make clear to you some of the (points) on which you dispute. Therefore, fear God and obey me. God, He is my Lord and your Lord, so worship Him — this is a Straight Way.’ But sects from among themselves fell into disagreement. So woe to the wrongdoers, from the penalty of a Grievous Day!” (43:63-65)

Swedish airport bans Israeli security procedures

TEL AVIV, Israel (Ma’an) — Stockholm’s international airport has refused to allow Israeli security inspections to take place, forcing an Israeli airline to stop its service, daily Haaretz reported Thursday.

Israeli security procedures, which often involve ethnic and personal profiling, were prohibited from taking place at Denmark’s Copenhagen airport last summer.

The measures, which are formulated by Shin Bet security services, are now also prohibited at Sweden’s Malmo and Stockholm airports, Haaretz said.

Israeli airline Arkia has stopped flying to Stockholm’s airport in light of the restrictions.

“We are talking with security authorities in Sweden and other countries where problems have surfaced, to understand the meaning of the new restrictions imposed on Israeli flights,” Haaretz quoted Israel’s Transport Ministry as saying.

A recent Welcome to Palestine campaign, which invited internationals to visit Palestine from April 15-21, saw hundreds of people barred from boarding flights to Tel Aviv.

Organizers said that over 60 percent of the expected 1,500 arrivals had flights canceled by airlines, after Israel circulated a blacklist of passengers and warned it would fine carriers.

Campaign leaders said Israel was subcontracting the occupation and asking others to do its dirty work, in reference to international airlines preventing participants from boarding their flights.

Bijeenkomst: 64 jaar Nakba?! Niet normaal!

  • 64 jaar geleden begon de verdrijving, beroving en isolatie van de Palestijnen door ‘Israel’. En deze gaat nog steeds door. Vind jij dit ook niet normaal? Kom dan op 12 mei naar de bijeenkomst: 64 jaar Nakba? Niet normaal!

    Op 15 mei aanstaande viert de Zionistische staat Israel haar 64-jarige bestaan. De stichting van deze staat, die tot standkwam door massale landonteigening en de gewelddadige verdrijving van rond de 800,000 Palestijnen van huis en haard, wordt door Palestijnen de ‘Nakba’ genoemd, dat zoveel wil zeggen als ‘catastrofe’.

    De ‘Nakba’ van de Palestijnen vond dan ook niet alleen 64 jaar geleden plaats, maar is een voortgaande catastrofe waartegen – op grond van politieke, economische en strategische belangen – veel te weinig actie wordt ondernomen. Er bestaan weliswaar tientallen kritische VN resoluties die Israel aanmanen zich aan het internationaal recht te houden, maar wat ontbreekt is de bekrachtiging hiervan.Wat vooral de laatste tien jaar een ernstige zaak is, is dat de bevolking in Westerse landen en elders in toenemende mate de Nakba en de bezetting als ‘fait accompli’ zijn gaan beschouwen. Een steeds vaker opkomende term in deze context is ‘normalisatie’, hetgeen wil zeggen dat met de situatie wordt omgegaan alsof deze ‘normaal’ zou zijn. Ook in Nederland is dit waar te nemen.

    Om een signaal af te geven dat 64 jaar Nakba niet als normaal mag worden gezien, wordt 3 dagen voor de viering van het 64-jarige bestaan van de Zionistische staat deze bijeenkomst in Amsterdam georganiseerd waar vooraanstaande sprekers zich hierover zullen uitspreken. Aansluitend vindt een concert plaats van Doc Jazz and friends.

Marokkaanse ministerie verhuurt grond aan cannabiskwekers

Circa 550 hectare grond behorende tot het Ministerie van Habous, wordt in de regio van Ouezzane verhuurd aan cannabiskwekers. Dat meldde PAM-Kamerlid Larbi Mharchi maandag tijdens een parlementssessie.

 

Een deel van de begroting van het ministerie van Habous en islamitische zaken komt dus van de cannabisteelt, en zou onder meer dienen voor het betalen van sommige geestelijken, imams en moskeebedienden.

De verklaring van Mharchi tijdens een sessie over de begrotingswet, werd met veel ongeloof ontvangen door de aanwezigen en vooral door de minister van Begroting Idriss Azami.

Nochtans hebben meerder verantwoordelijken uit Ouazzane aan bladna.nl bevestigd dat dit geen geheim was in de regio. In Mokrisset bijvoorbeeld, verhuurt het ministerie al een tiental jaren land aan cannabisproducenten.

In Marokko, één van de grootste cannabisproducenten in de wereld, werden 47.500 hectare grond gebruikt voor cannabisteelt in 2010, tegen 134.000 hectare in 2003, aldus de International Narcotics Control Board (INCB).

Pointing to Syria to divert attention from Israel’s crimes

Why aren’t pseudo-supporters of Syrian human rights actively lobbying Israel to stop the occupation of the Golan Heights?

The Israeli government and its supporters have long utilized a wide range of propaganda tools to sugarcoat Israel’s atrocities against the Palestinians. In addition to pinkwashing(using Israel’s relative support of gay rights to sugarcoat the country’s apartheid nature) and greenwashing (perpetuating the perception that Israel has environmentally-friendly policies to do the same), Zionist advocates are now using a different method: Assadwashing.

As the Syrian uprising moves into its second year and Bashar al-Assad’s regime continues its brutal crackdown, the pro-Israel camp has breathed a sigh of relief and put on an indignant grin. Zionists now feel justified in pointing to Israel’s northeastern neighbor and exploiting the Syrian people’s suffering and resistance in order to further their own political agenda, depicting Israel as a “vibrant democracy” in comparison to Syria. Perversely, to Zionist propagandists, Assad’s pernicious brutality comes not as a tragedy but as a savior.

Assadwashing in action

At one of our Israeli Apartheid Week events at Boston University, in which we hosted Samer Arafa, an exiled Palestinian, and Jewish-American journalist Max Blumenthal, we witnessed this tactic in action. A man sitting in the back of the room during the Q&A session completely ignored the content of the lecture and asked what the speakers were doing regarding Syria.

Blumenthal replied that this question is a typical Zionist talking point, and is used to deflect attention from Israel’s crimes. Interestingly, a few weeks later, we saw this very man appear in a propaganda video titled “Hijacking Holocaust Remembrance at Northeastern University,” which identified him as Richard Landes, a Boston University History professor and, evidently, a right-wing ultra-Zionist.

Landes is known for his belief that the mainstream media is “anti-Israel” and “overstates” Israel’s massacre of Palestinian civilians for propaganda purposes (“Muslim, anti-Semitism, Israel and the dynamics of self-destructive scapegoating,” The Daily Telegraph[blog], 1 December 2011).

A website which Landes runs called The Second Draft denies that the murder of 12-year-old Mohammed al-Durra during the second Palestinian intifada was carried out by Israeli forces.

The website is also of the conviction that Palestinians teach their children “unbridled hatred towards Israelis.” Its opinion on Arabs is elaborated in this statement: “The Palestinians teach explicitly, as do many Arab nations, that to die in the ‘jihad’ — holy war — against Israel purchases the ‘martyr’ instant acceptance into heaven. And it is a very red-blooded and lusty male heaven they are promised, characterized first and foremost by endless sex with a multitude of virgins” (“Who killed Mohammed al-Dura?”, The Second Draft, undated).

Constructing Palestinians, and Arab nations at large, as blood-thirsty savages, Landes’Islamophobia and unabashed Orientalism, as revealed through this website, cannot be reconciled with a belief in Syrian — or Arab and Muslim — human rights. On the contrary, such an ideology views Syrians as nothing more than convenient pawns to further anti-Palestinian propaganda in the service of Israel.

Using one oppression to mask another

Aiming to demonstrate an inconsistency within the Palestine solidarity movement, supporters of Israel have frequently utilized Assadwashing to undermine efforts to bring about justice and self-determination for the Palestinian people.

The latest to take up this tactic is the Israeli government itself, which distributed a letter to activists taking part in the recent Welcome to Palestine 2012 “flytilla” in which it told the activists to direct their activism against Syria, Hamas and Iran.

“We suggest you solve the real problems of the region, and then come back and share with us your experience,” the letter, tweeted by an official Israeli government spokesperson, said.

For Israel and many of its supporters, Assad’s repression, and other injustices in the Middle East and the world are sufficient justification for apartheid and ethnic cleansing. To them, injustice anywhere is not a threat to justice everywhere, but a way to steer attention away from Israel’s behavior.

Until every other problem in the world is solved, they seem to be suggesting, no one ought to utter a word of criticism of Israel.

In an American society whose conceptions are still shaped by colonial views of the world, it seems that the few causes one can participate in without constantly being on the defensive, are those which contribute to Western imperialism and the NGO-Industrial complex — what has been called the “White Savior Industrial Complex.” What once was the “white man’s burden” has now morphed into liberal “humanitarianism.”

In this context, few question people committed to “saving children” in Africa; instead, they are hailed as champions of social justice.

Such an environment makes it easy for Zionists, and others, to demonize dictators of what are known as Third World countries. Yet when it comes to the imperialist leaders of the West, they are considered to be the world’s liberators — even when they have committed crimes resulting in death tolls, as in the invasion of Iraq, of hundreds of thousands at least.

This is emblematic of Israeli Assadwashing where the Syrian regime and other Arab states are considered despotic, whereas Israel is a light unto the world, a democracy surrounded by hostility.

Some dictators are Zionist-approved

Israel supporters who ostensibly support Arab human rights have used the Arab uprisingsas a playing field for their own political agendas. This hypocrisy is obvious when looking at the Egyptian uprising which toppled Hosni Mubarak, an initially unfavorable outcome to many Israelis (and the Israeli government itself) who rallied for this favored dictator.

Indeed, if these pseudo-supporters of Arab human rights uniquely cared about Syrian rights, for example, they would be actively lobbying the Israeli government to give up theGolan Heights, a Syrian territory which Israel had ethnically cleansed and has been occupying since 1967.

The Syrian question is intimately tied with the Palestinian question. One cannot cherry-pick support for the right of the Syrian people to live free from tyranny without support for Palestinian liberation from Israeli settler-colonialism, and the opposite is also true.

The Syrian regime’s crimes do not justify Israeli crimes, as per injustices elsewhere, and all must be opposed. To be a Zionist, in whatever degree, is to believe in the oppression of Palestinians, and one cannot support freedom in one place and deny it in another.

Questions directed at supporters of Palestinian self-determination regarding what they are “doing about Syria” are irrelevant as these are rarely asked of activists involved in other causes, and are intended not to shed light upon the Syrians’ struggle, but to whitewash Israeli criminality.

Thus, according to Zionist logic, pro-Palestinian activists’ raison d’être must be disguised anti-Semitism unless they are protesting every single injustice in the world simultaneously, and even then, their motives are questionable. Palestinians, uniquely, are asked to carry this burden. The earnest college students who are praised for taking part in development missions in Africa are rarely told, for example, that they should go home and solve America’s deep problems of poverty, inequality and violence, before they show concern elsewhere.

The hypocrisy of the Zionist establishment and its propagandists in their feigned support for the Syrian uprising is ironic; for it is common knowledge that if Homs is Gaza, and Assad is Israel, they would not be organizing rallies or pretending to care about the victims. Instead they would be bringing Assad’s soldiers to tour university campuses in order to show their “humanity” and argue for their “right to self-defense.”

Five Pro-Palestinians censure Israeli ‘psychological violence’

A group of five female French pro-Palestinian activists have strongly criticized the “psychological violence” exercised by Israeli security personnel against them while in detention.
The five pro-Palestinian activists arrived in the southern French city of Nice in early hours of Thursday after spending two days in an Israeli detention center in Tel Aviv.

The group went on a hunger strike on April 16 after being detained by Israeli police at Ben Gurion Airport of Tel Aviv.

Israeli security personnel had taken orders to prevent the French activists from traveling to the West Bank city of Bethlehem.

Fanny Dekkari, one of the five activists, said the group was “not allowed to make any phone calls or see a lawyer” during detention.

Dekkari added that there was “much less physical violence, but much more psychologically,” emphasizing that Israeli security personnel were “very aggressive.”

The French activist also stated that prior to their release, the group was told by Israeli authorities to either leave on their “own accord or leave under violence.”

The group of five French activists was part of the “Welcome to Palestine 2012” fly-in campaign, also known as “flytilla,” which had previously scheduled a gathering of pro-Palestinian activists at Ben Gurion Airport on April 15. The campaigners had plans to travel to Bethlehem and other Palestinian cities in the West Bank.

The Israeli regime deployed hundreds of police forces at Ben Gurion Airport from late April 14 to prevent the arrival of pro-Palestinian activists taking part in the “Welcome to Palestine 2012.”

Major European airlines, under heavy pressure from the Tel Aviv regime, also cancelled about 300 tickets for passengers heading for Palestine on April 15. The move sparked angry demonstrations by activists at airports in several European capitals.

On Wednesday, Israeli security officials said 40 international activists remained in detention after refusing to leave voluntarily.

This is not the first “Welcome to Palestine” campaign organized to express support for Palestinians and to condemn the Israeli occupation of the Palestinian territories.

In July 2011, Israeli authorities made intense efforts to interrupt the first flytilla and arrested a number of activists. About 120 people were also denied entry and deported. In addition, several European countries prohibited activists from boarding their flights since they were already blacklisted by the Tel Aviv regime.
